I suspect it's just an encrypted error message, for the internal YouTube developers only to decrypt (so that it doesn't reveal too much about the system, but helps them track the bug).

I've always seen error messages like the above but i didn't think it would contain the actual error code & secret data encrypted in itself.... hmm... makes me want to modify all my error handlers to do the same – wonder if Google can spare a few trained monkeys =D
