Relay Switch on Circuit Board

I'm trying to repair a 27-inch Panasonic television. I've had the television taken apart and put back together again around 10 times. When the television is working correctly, I use the original remote control to power up the television and the television comes on right away. When the television isn't working correctly, I hear a click near the fuse on the circuit board and the television takes around 1 second to power up and after power up, I get the audio but no video. The audio is a bit muffled. Once, after power up, I had the television running correctly for approximately 30 minutes and the television was fully functional. Could this problem be a relay switch located on the circuit board near the fuse? Could the relay switch come on but not hold the relay? What does it take to replace a relay switch?
