The article seems to imply that the main contention is that the Google/DoubleClick deal would have negative privacy implications, while the commission is supposed to rule based on "market impact". Is this an accurate view of the motives in play?

Also, what happens if things go bad for Google? Do rulings apply only to Europe, and how so?
