The ** trick has been around for a while. What it seems to do is escape Googles ignore list so like you say allowing it to search for everything in the database.
A cool trick is to use ** in a similar way to ~ to try and learn more about how the index is constructed. Add it to a search and it seems to highlight all the text that it thinks is highly valuable.
However what is odd is that the results for an eveything search are about a third less than what they quote.
