It's not in the nav bars. It's not on the "More Google Products" page (which for me is: google.ca/intl/en/options/).

Reader was only recently added to the US "More" page:

There's obviously a bottleneck in the localization process...

The link is not even present in any of the various nav bars on Google's products, though.
