How can I control sub links that appear in the search results?

How does Google determine what sub links should and how appear?

Example:

Job OpportunitiesMinistries & OrganizationsDirectory Home PageB.C. Gov't Main Index BusinessesContact UsEducation and LiteracyResidents

   http://www.google.ca/search?hl=en&q=government+of+bc&btnG=Google+Search&meta=

These are called sitelinks and while their content is determined automatically by Google, you can completely block them if you own the site:
http://www.google.com/support/webmasters/bin/answer.py?hl=en&answer=47334
