Say I wanted a simple website. One page. All it has on it, is a webcam image, and then text.

What would that cost to do, and what do I need?

There are a lot of free web hosts out there that offers hosting for free and gives you a subdomain. If all you have is a webcam image and some text on it a free web host should do it. (like Google's own Page Creator)

If you want something fancier, like your own domain, that would depend on who you go with, but normally you can get a .com/.net/... for under $10/year and they normally let you create a few simple pages without purchasing extra hosting package. (Google Apps + Page Creator).

Is the webcam going to update static image files or do you want it streaming? If it's static images (refreshed, say, every minute or so) then you'll probably need a host that supports FTP.

If you want a steaming webcam, have you tried Yahoo! Live? http://live.yahoo.com
