I find them rather friendly and non-threatening, they often walk the streets in pairs (one male, one female) and you could ask them for direction and so on. But that's just my limited experience with them, if I'd live on the street, or be a regular driver, I might have a different experience.

On May 1st of every year, the police and certain left and right wing groups clash together for something like an organized "beating". It's called Chaos Days and it's odd to explain this tradition to foreigners...

However I also find in Germany there's no such strong reflection on civil rights, like freedom of speech. But again my view might be distorted as I never lived in the US so I can't compare.
