Why do i need to translate a webpage if it's already in English?!

It says here it's in Russian..

But the last time i checked, Russian doesn't look exactly the same as English..

Maybe a lack of significant on-page text (specifically on root URL) and the fact that the "more significant" inbound link is a specific language (http://www.google.com/search?q=link%3Admaband.com) results in the proposed translation. I do not get a proposal for translation in the second page (http://www.google.com/search?q=dmaband.com+framepage.html).
