Google is experimenting with letting people not only upvote results, but also add comments (incidentally I had that feature at findforward.com some years ago but disabled it later because it never seemed to have taken off in any relevant way...).

This feature is only available for some accounts and it's not related to visits to some web pages. Try following your own advice for a different Google account and you'll see that it doesn't work.
