In Google Maps i noticed a RSS link and a 'view in Google Earth' link. Is this new of did i mis something. Screenshot below.

I think it's old and it's to track change of a map you collaborate on (no possibility to track change of the Google Map itself (new locations, new result for a place, new satellite image... but this would be cool: imagine you can be notify of new stuffs that happen in your neighbors!)

It's not old, but not very new either (1-2 months or so). GeoRSS would've been a more accurate name for that link.
