I had the same problem:

I had installed the dev-channel exe file, updated chrome and then uninstalled it. This message error appeared when reinstalling chrome... but once I re-installed the dev-channel file and re-updated the browser, it was fixed and all my bookmarks and history were back.

Doing again all those steps should work for you too.
