Just a black page – to save energy, as the creator says, though as was revealed by others that's not really working* – with an input box, calling itself the "Smallest Google" (and using the Custom Search Engine for results):

The energy saving is secondary, the minimalism is primary; less space, bandwidth, time, etc. The frontpage is 20 times smaller than google.com, every page under 1k (so SEO is brutal. . .)

There is a mock-up at http://smallestgoogle.com/w.html which is white, if you prefer it
