Do they exclude StarOffice/ OpenOffice because it's competing with Google Docs?

I don't think so (StarOffice has been added last year and the situation was similar). Probably many users had trouble installing/uninstalling the software: http://groups.google.com/group/google-pack/search?hl=en&group=google-pack&q=staroffice+error&qt_g=Search+this+group

Sun will publish StarOffice 9 soon. maybe that is the reason.

Strange, I have met various people who for various (strange) reasons had installed the whole google pack and it solved lots of problems often (a few of them only had wordpad before that and there was a small problem with file associations... don't ask me why or how and that was how I realized.)

OpenOffice and StarOffice are more or less the same.
OOo is free. SO costs about 70 $
Star Office has lots of template included.
But you can get templates for free for ooo too

According to tweakers.net the unofficial reason for this is that sun will not bundle its runtime environment with the msn toolbar

Star Office in Google Pack had been an anachronism, same applies to Google Pack in toto. If they cared about Google pack, wouldn't they add Chrome to it?
