As mentioned by arstechnica, France's government (King Sarkozy 1st) plans a new Internet bill to allow spying any internet connection and build a meta-database of citizens crossing Justice / Health / Cars / Billing / Banking and Internet data collected. Some of the new allowed thing would be :

1) Install spyware on citizen's computers to monitor any electronic data for 4 months, renewable for 4 months by judge

2) Enforce blacklist filtering at ISP (list provided by government), this is meant to control pedo-pernography

3) Use automatic ways to track car's number plate
