The opening of votes for this project was planned first on January.
It has been delayed* to March 15th.
On March 15th, it has been delayed again*.

Now we are in July, and I suppose activity will slow down with summer holidays, and nobody would get interrest for it while beeing on vacation.

I think the response was simply much much larger than they anticipated. I really hope they aren't trying to bail out on their promise.
