Why do the totals for "no votes" decrease when you vote no?

Is this the same software they used in their elections?

current values: (around 22:34 GMT 18 June 2009)
Yes:717328 votes, 90% of the votes.
No:80301 votes, 10% of the votes.

that's probably because when you try to collect data for the result, many ppl right at that moment VOTE FOR YES.. so at specific moment, they recieve a lot more YES, and maybe a little NO's (including yours)...so this is not the software they used for the election.
