Bing is only indexing my "noindex" pages?

Found a peculiar bug on a bing site: search for my site.

It seems the only links bing is indexing in my domain are pages I explicitly disallowed with:
<META NAME="robots" CONTENT="noindex,nofollow">

(A lot of my pages have a "delete mode" link, that adds a "del=on" parameter, and adds the above meta tag. Note all the urls include this "del=on" parameter.)

More details:

- I think it's actually indexing more pages, but only these ones turn up in a site: search.

- I'm searching from Japan. When I flip to United States mode, it doesn't seem to have the above behavior. Perhaps this link will force Japan mode for everyone? (Do the results here all have del=on for everyone like they do for me?)
