A way to track people without cookies or IP addresses

It is possible to detect which sites/pages are visited using a CSS hack, so I think this can be used to track people. Create 30 pages. Make a script that uses the CSS hack to detect if you visited any of the pages before.

IF NOT:
It will use a random number generator to randomly show pages. So a user might be shown to page 3, 5, 7, 8, 22, 28, but another user might be shown to pages 6 and 11.

IF YES:
There are 1 073 741 824 different ID numbers that can be used, so they will be able to track users.

Since this does not use cookies or IP, it can get around proxies as well.

Does this idea work? I'm going to rush to patent office if it does
