This censorship has only been approved by a Senate Judiciary Committee, which is not the same thing as becoming law. But I expect that it will become law, and will be used against sites like WikiLeaks.

This kind of censorship depends on control of the domain name system. An effective workaround would be if people develop a peer-to-peer domain name system that cannot be completely shut down.
