I never bought from the store so I am not sure. I would be surprised if it had *always* been there. It has the relatively new Google Accounts thing.

The option to sell items using google payments has been given to a few sellers. When enabled two more tabs show up in your items panel: "orders", and "payouts". You get a merchant id, and a similar process like paypal's verification processs is used to verify your bank account. It will be rolled out to all sellers in the future.

http://base.google.com/base/a/1150475/8562480770143120644 at that link is an example of an item using google payments. If you have a google account you can make a purchase using Google purchases.

You also use google purchases when you purchase a video on google video. And it will be used to sell online access to Google books in the future.

Only invited sellers can use Google Payments. But anyone with a google account can buy items from google base.
