Keep in mind that a machine/web farm may disable ICMP traffic ... so ping is not a definite test if a machine is up or not ... although traceroute should show you most of the hops as this is usually enabled on network gear.
BTW, a very low-level test is simply doing a "telnet HOSTNAME 80" and see if anything answers there. |
