Yes. That has been there for quite a time. It always comes out when a new service launches and people start playing with the variables of the login page.

Apparently so. Not sure what use it is though. I think it might be used by Google Toolbar or something.

It seems anyway that Blogger is a pretty dead project those days..
They haven't added any new feature for...
My guess would be that many of the blogger engineers left Google or started a 20% time project that eventually became a full-time project.It would account for the lack of new features.
