I don't really get what that means? If this vote passes, will it affect all users of the internet? In what way? It seems kinda stupid.

Best example i've heard is a telco blocking all voip services except thier own, a practice that this law would legalize. If you're using Yahoo DSL you might find that Google and MSN search are blocked (as an extreme example)
