A system that is flaky is working, sort of — enough that you are tempted to try to use it — but fails frequently enough that the odds in favor of finishing what you start are low.

Is that that what you wanted to say?

I would call GV a very dynamic product, one of the few Google products with great appeal to the general public.

I'd say it was their most dynamic and progressive product, changing rapidly to adapt to user requirements, Desktop Search does this well too.

When I hear 'flaky' I think 'unreliable', Google's flakiest products would have to be the GMail module for the customised homepage (hardly ever works for me), and Reader (which often has error messages – very un-google like).

The flakiest, most progressive product IMO is Reader, it's error prone but has had a lot of updates since release.

It's interesting, I think Google release very few flaky or dynamic products, but as time goes on they get less flaky and more progressive.

Flaky, as in: features disappear (e.g. screen cap searching). Stuff moves so you need to relearn the interface. Stuff moves away to other places, then returns back to Google Video (Google Current). Stuff is introduced so the community must adopt different approaches and mindsets (the rather new "labeling" feature). Stuff is released, then the release is removed (Google Video Player), then it's available again. Videos cost something yesterday, and are free on other days. A feature is surprisingly introduced, then retracted (Continuous Playback). Or, suddenly you get redirected to the country-specific homepage... then it works... then again it doesn't work.

Yet, the same behavior can be considered as progressive, e.g. "Google listens quickly to user feedback, experiments a lot, removes stuff that's uncool" etc.
