"If you don't log in to Gmail within three months of it being labeled dormant – or for nine consecutive months – Google may delete the account."

Is this new?

It's not new and it will probably never be deleted.

Almost a year ago Google sent an email to the "secondary email address" associated with my Gmail account, warning me that I hadn't accessed the Gmail account for nine months and it would be deleted unless I accessed it soon.

You still access your account even with pop, just the interface is different.

Yahoo definitely does this. Every time I log into my Yahoo mail account for testing purposes – every couple of months – I find all my mails deleted. Of course, it's no big deal as I don't use their service anyway. To avoid this, they offer you to upgrade to a premium account though. I suppose Gmail is a bit more lax about their rules, tho when I don't login to Gmail for 3 months it's a fair bet I switched to a competitor's email client...
