I don't understand why they need GIS systems for this.. , they can install CTV and hook it up via wifi and get an instant monitoring systems of a grid and this concept can be expand until it covers a metro/cosmo area

Self-spying? If they say Google Earth is helping *some people* to spy them, why would they have such thing?
