Is there a way to use noindex or nofollow tags on specific Googlepages pages?

You can't edit the meta tags (or the head) in Google Pages. All you can do is upload html files created with other tools (like Notepad).

hmm. So, could you create a page, with proper meta tags, and then upload the html file? Or would google page creator just nullify those heading/meta tags?

You can upload a file that happens to be a HTML file, but you can edit it using Page Creator.

You can. Just upload the file mentioned in the instructions.
