It's the first time I've heard Google say this so explicitly.

Also from the transcript (about Chinese censorship):

That phrasing suggests that, one way or another, Google is driven by the desire to cause change in China. But I can't anywhere that Marissa Mayer or others will explicitly commit to this goal.
