I wish anybody who compared him to a dictator, would live for one day in a socialist or communist country, and see how good they have it before opening their big yaps – freely.

Bob: Um...a little jumpy there? Nobody mentioned the current POTUS, and Reductio ad Dictator is not really the style of this forum. Also, you're right. One exception: generally, if you're wealthy and influential, you are well off anywhere.

Back on topic: I do see them increasing censorship, but note that it reads "Internet Culture". That means more rules and regulations on just about everything. Seems to me they plan on plugging what holes there are in the "great firewall of China". Unfortunate.

As legend, they will open censorship API at user side computer.

You mean so that every registered software vendors, and every website maker, can access the blacklist to self-censor their apps?
