I saw this on a recent image search and was wondering if it was new. I have never seen it before.

Your theme modified it. Opera's themes tend to do that.

How do you know? A theme just changes the colour and layout of the browser window, right.

to see if it works for you. Currently I am seeing the "May 2007 no sidebar, centered links" UI on Google Ireland but not Google.com if this is linked.

Dude it happens for EVERY button-like thing in the browser. If you want you can change the theme in Opera.

Google's button's are different in Firefox because you're using Vista. There's a different button for XP (Luna) and Classic.

A Theme can do a lot more if the browser provides the right back-end.

For me the buttons display "right" because I'm using XP Luna.

Theme Changes for Windows in general also affects this.
