Why a simple and free Gmail account are valid for all Google Services and ADMIN PREMIER account from Google Apps can't

Usually, your account is "linked" through all the services. However, some times you may have problems using the same account. For example, I had a little problem with my AdSense account (I have different passwords for both, and they behave like separate accounts). Is this what you mean?

If i try to login to any Google services (out of Google Apps) with my Apps account I can't. I need to complete this form
https://www.google.com/accounts/NewAccount

It's create Google account, i'm confused. Google Apps it's not a Google Account?

No doubt It would have been easy for everyone to use there Google Apps ID for all the services, but how big is the user base of GAFYD?

We can see there are only few services in Apps not all, they might be doing this to give customization of that particular service for internal users of that domain

Think other Google services as a big Apps pool where your gmail id works.
where as you GAFYD id is for a subset of services :)
