Google only applied the new nav bar to Google.com. When it is internationalised all Google homepages (domain or IP) will have the new nav bar.

I was hunting all over for this the other day. I was convinced there must have been another way to navigate to that page. "Surely they've not completely removed the link," I thought. Nope. I looked for a while and then just typed in the URL (which I luckily knew). Why couldn't they at least have an "Even more..." link at the bottom of the drop down like they used to on the small drop down?

Maybe they don't want to show people that they haven't changed the navigation bar on the " Even more... " page.
