They removed it in April.

I talked to Google China, and they said they were upgrading the Cache feature. They will relaunch the Cache feature later.

Clearly, they are making a new filter for Cache feature. After that, Gov will approve it.

The cache didn't work anyways... It had already been blocked by the GFW
if I remember correctly, at least for a year or so

Since we got rumor that Google is moving some of their servers into China, I shall make a wild guess Google would restore this feature some time in near future, with censorship, for sure.
