How does a copyright owner make a book downloadable on Google Books

So, how indeed does a copyright owner make the book freely available on Google Book Search.

Google Book Search help seems to be obsessed with excluding books.

Any suggestions?

One option that works is to add the book to http://Lulu.com and buy the advanced publishing options package. That will get the whole thing added to Amazon, and also Google Books Search. I saw this happen with 55 Ways to Have Fun With Google. This process does take time, money and effort though... and the book will also not end up shown in Full View on Google Books (at least not with the options I chose even when I picked Creative Commons).
