The most important argument would be the marketing argument: which sells better, an operating system branded by the Google name or one that isn't. Everything else is subject to that and in essence mere technicality.

If Google chooses to create another operating system, that will be mainly because Android is already associated with the 'little stuf'. Putting Android (or another operating system but also bearing the Android name) on a Netbook or Laptop may seem to underpower such devices because of the association of the Android name with mobile phones.

Microsoft did it in a more clever way: by putting the Microsoft OS on handhelds the impression of an OS made for bigger computer being now also being available for the smaller ones was mainly intended as a selling point.

Google as having started with Android has to compensate that, which is only possible by creating a 'new' OS for 'real' computers...
