It seems to me that Google considers Orkut as a lab to test technologies they want to open to third parties. With their Open Social initiative, Google may want to be the middleman for every type of social services. They've already showed Google Chat, Wave and Latitude inside Orkut.
I think they would benefit from making a stand-alone facial detection service that could be used by third parties – first Picasa, Orkut, Image Search, Youtube and Wave; and then Open Social enabled services.
