The blog says:
"To disable images from everybody, select 'Ask before displaying external content' under 'External content' on the general Settings tab."
I can not find "External content" under the General Settings tab.

I would like to know more precisely what Google is doing to authenticate and sanitize these images. Some might still be harmful.
Even if they are all safe there are many good reasons to not display images by default. • Images steal screen real estate. • Images consume bandwidth. • Images consume other resources. • Videos may invoke buggy software. • Some images may be considered inappropriate in some venues. |
I see External content under the tab (also in Dutch) with the options:
*Always display external content (such as images) sent by trusted senders *Ask before displaying external content |
