I think Google at this stage is more worried about Chrome rendering all websites properly than asking people to use Chrome. It's just a guideline so that website style sheets are a little more Webkit friendly on which Chrome is based on.

In IE they actually have a "Try Google's new browser" box. Firefox, shows the "Make your website Google Chrome-friendly" box however.

Maybe they know real developers don't use IE ::)
