Is Google paying people to collect a log of their browsing information?

Via Google Screenwise, Google's partner Knowledge Networks is paying with a $5 Amazon gift certificate to monitor your computer for 3 months via software to be installed on your computer.

There are also reports of paying $100 plus $20 per month to install their router in your network.

Why not offer free high speed or wireless internet access in exchange for monitoring your packets?
