You can use Windows Calc or a simple javascript or vbscript.

a = (153).toString(16);

will convert 153 to hexadecimal in JavaScript.

I actually really like this. jEdit has a color chooser plugin that uses the "hexadecimal" (is that right) format. And, most of my CSS files that I'm trying to match to use that format, so it suits me PERFECTLY. Of course, it would be brilliant if the sample ad changed with your choice as well...
