I noticed this on Sunday but wasn't sure whether I'd just missed the announcement whilst I was on holiday.

Can you get a Web Albums account with just a Google account, or do you still need a Gmail account.

You only need a Google Account – Gmail is NOT required. Then you must then choose your "Desired username:" (which must not already be a Gmail username or a Picasa Web Albums username) and then you need to enter your first name and last name and accept the Ts&Cs.

Yeah, you're right. I wonder why they changed that.

I tried to login with the sandbox username/password and it gave me the "Gmail required" error.

Hey, this is strange. I created a new account and now I have to choose a username. I did that, but when I click on "Accept the terms" (which is the next page), I get this "Please enter a username between 6 and 30 characters."
