the first one..
more official and more understandable.

although non of the above looks like a Google service.

Weird ... is that second one just for UK referrals then?

I don't like either of them. Nothing has yet been made clear as to who should be using Web Albums and where it stands.

It's for Picasa (the software). The second is a landing page for Picasa ads (I thinks it's only for non-US: http://services.google.com/picasa_referrals_fr.html , http://services.google.com/picasa_referrals_de.html).

Yeah, sorry that was a bit off-topic. I knew it was about the actual main Picasa :-)
