Google China Auto-Suggests

Is it just me, or does Google.cn now enable auto-completion of search queries (Google Suggest-style) for everyone? I didn’t go to any special URL, but just switched my browser language to Chinese and visited www.google.cn. The auto-suggestion box popped up below the search box on both the homepage and on search result pages, and this happened even after deleting cookies.

If this is more than just something that’s shown to a small portion of users, I wonder what convinced Google engineers to put this live on Google China but not Google.com. Is there something with entering Chinese that makes auto-completion more useful in comparison to other languages?
