Google’s Blacklist

Jake's View says he found the Google blacklist of phishing sites (and Ionut points to a whitelist). The list includes URLs like the following:

I'm not exactly sure where the list (which I've mirrored here) is used. It doesn't seem to trigger Google's malware warnings, and neither does it bring up a phishing warning in Gmail. Is this used for the Google Toolbar?
