Lots of ads on this query, but clearly separated.

From Sergey Brin’s/ Larry Page’s The Anatomy of a Large-Scale Hypertextual Web Search Engine from way back when, dugg up by Google System (my emphasis):

[A]dvertising funded search engines will be inherently biased towards the advertisers and away from the needs of the consumers

You might argue they were just referring to ads that claim to be organic search results, leaving a door open for ads clearly separated from organic results... though truth is they probably weren’t even thinking of any kind of business model at the time (they tried to sell their algorithms back then, and AdWords was still years away). This bit’s also interesting:

In general, it could be argued from the consumer point of view that the better the search engine is, the fewer advertisements will be needed for the consumer to find what they want.
