I came across an old thread about the problem of writing Arabic using an English keyboard. Apparently there are several search engines that allows searching for Arabic phrases using Latin letters.
But there is also an Arabic text editor that allows for accurate, and efficient way to write fully vowelized Arabic without having access to an Arabic keyboard. It can be downloaded for free from:

Eiktub seems to be the accurate solution but http://www.yamli.com/ (see http://blogoscoped.com/archive/2007-12-13-n23.html) is easier to use, especially because it supports letters like '7' , '3' , etc.. |
eiktub now supports most arabizi standard representations:
2 for hamzat' 3 for Eayn 7 for Haae 7' for Kaae 9 for Saad 9' for Daad |
