It was already possible, although the link at the top is new. Most likely google realized that many people didn't realize they could have a google account without gmail... although I find it hard to believe that anybody would think a google account has to be connected to a gmail account... |

All you have to do is to make your email id a "Google account". Something like passport account of MSFT.
Interestingly your Google apps account is not automatically a "Google account" |
You'd be surprised how many people I've seen think that "Google account" means "Gmail account"... |
