From a Google AdSense newsletter:

<<Changes in backup ad options

We frequently review our product and feature offerings to ensure they’re as effective as possible. Based on these reviews and on feedback from our non-profit partners, we have started to retire public service ads (PSAs) from AdSense sites so that we can focus our efforts on developing new opportunities for these partners. I haven't seen a public service ad for several years now. They used to be everywhere, but I guess Google has so many paid ads now that they don't have a use for PSAs anymore.
