Google big change in infrastructure?

Is Google changing its infrastructure? Or why are their services that slow (or even unreachable)?
For example:
Blogger.com
From work: Ping 66.102.15.100: Bytes=32 Zeit=172ms TTL=244 (very slow)
From home: Ping 208.38.61.228: Bytes=32 Zeit=171ms TTL=114 (not accesible)

Google Analytics
From Work: Ping 66.249.91.147: Bytes=32 Zeit=31ms TTL=244 (no connection)
From home: Ping 64.233.183.147: Bytes=32 Zeit=54ms TTL=244 (works OK)

The list goes on. Now the strange part: my workplace and my home are both connected to the same Provider, same dns servers, same fibre cable.

Similiar problems, somebody?

I believe it's a problem with Google Analytics specifically (which Blogger uses too?). Several other people have reported simiar problems.
